What began as routine administrative reshuffles in Senegal’s public sector has evolved into a calculated political maneuver. President Bassirou Diomaye Faye is quietly assembling a loyalist talent pool—a cadre of officials whose allegiance is pledged to his leadership, not to the movement that propelled him to the presidency.

This strategy, while designed to strengthen the president’s grip on power, risks undermining the very coalition that secured his victory. By systematically replacing figures tied to Ousmane Sonko within key institutions, the administration is slowly draining the Patriotic Consciousness Movement (PASTEF) of its most influential members. The long-term goal appears to be the creation of an executive and legislative base entirely aligned with the president’s vision—one that operates independently of the party that originally championed his rise.

Yet this approach is not without controversy. Within PASTEF’s inner circle, dissent is growing. Some senior members, including former minister Birame Souleye Diop—a long-standing pillar of the movement—have openly questioned the wisdom of excluding Sonko’s allies from government positions. Their concern is that the president’s strategy could leave PASTEF politically isolated, its leadership hollowed out by defections to the presidential camp.

Others interpret Sonko’s refusal to endorse his allies’ inclusion in the government as a deliberate move to prevent ministers from being absorbed into the presidential orbit rather than remaining loyal to the party. This tension reflects deeper divisions over constitutional reform and the future direction of the country, as the two former allies navigate a fragile partnership.

As the president consolidates his network of loyalists, the question remains: will this strategy solidify his political base for years to come, or will it deepen fractures within the coalition that brought him to power?
