This morning, the Nigerien Minister of State for National Defense, General Salifou Mody, presided over the opening ceremony of the country’s first defense attaché training program at the War College. This initiative, spearheaded by the Ministry of National Defense in collaboration with the Ministry of Foreign Affairs, represents a historic shift in Niger’s military diplomacy.

The program introduces a structured institutional framework for preparing defense attachés and military attachés, a practice absent in Niger for decades. This long-overdue initiative aims to enhance the quality of Niger’s military diplomacy while reinforcing national sovereignty.

In his address, General Salifou Mody emphasized the program’s significance beyond mere institutional capacity building. « This training is not just about strengthening our defense capabilities; it reflects our commitment to elevating military diplomacy in line with President Abdourahamane Tiani’s vision for balanced partnerships that prioritize our national sovereignty, » he stated. « It also fosters a deeper understanding of defense cultures across nations. »

The Minister underscored the training’s importance amid rapidly evolving security, diplomatic, and geopolitical landscapes. Defense attachés play multifaceted roles—as key envoys of national defense policy, facilitators of military cooperation, strategic observers, cultural ambassadors, and crisis managers. « In essence, they are guardians of our national interests, » he noted.

Military diplomacy serves as a cornerstone of Niger’s foreign policy, fostering trust between nations, strengthening operational capabilities, and promoting peace and stability. To fulfill these roles effectively, defense attachés require not only military expertise but also diplomatic acumen, geopolitical awareness, and analytical prowess.

General Salifou Mody urged participants to embody excellence in their future roles. « You are not preparing for ordinary assignments. You must become exemplary officers capable of navigating legal complexities, building trust with counterparts, advancing Niger’s strategic interests, and providing insightful analyses to our highest authorities. Your actions will shape Niger’s global image. »

This inaugural training marks a major milestone in strengthening Niger’s military cooperation policy, ensuring its attachés are equipped to navigate an increasingly complex international landscape.
