Yesterday, Gabon and the European Union (EU) convened for their second strategic partnership dialogue at the Omar Bongo Ondimba Congress Palace in the Cité de la Démocratie. Co-chaired by Gabon’s Vice-President of the Government, Hermann Immongault, and the EU Ambassador to Gabon, Cécile Abadie, the meeting followed the inaugural session held in October 2024.
Immongault emphasized that this dialogue aligns with the Samoa Agreement, the foundational legal framework governing EU relations with African, Caribbean, and Pacific nations. He highlighted the agreement’s call for a “more balanced, operational partnership that prioritizes tangible impacts from public policies and investments.”
Key discussion areas
The day-long discussions covered four critical pillars:
- Political reforms and governance – Evaluating institutional changes during Gabon’s transition and addressing human rights and fundamental freedoms;
- Economic outlook – Structural reforms, business climate improvements, and strategies to boost foreign direct investment;
- Environmental sustainability – Sustainable forest management, renewable energy, waste reduction, and sustainable fisheries;
- Multilateral and regional cooperation – Strengthening maritime security and regional integration efforts.
Immongault underscored the “absence of taboo topics,” noting that all discussions were transparent, clarifying ambiguities, and fostering mutual trust. The parties also revisited the EU’s Global Gateway initiative, exploring its potential alignment with Gabon’s development priorities.
On environmental matters, both sides reaffirmed their commitment to sustainable resource management, particularly in forestry, energy transition, and circular economy practices. The dialogue also highlighted shared regional concerns, including maritime security and deeper economic integration within Central Africa.
With discussions described as “open and constructive,” Gabon and the EU have agreed to deepen their collaboration, focusing on the priorities jointly identified. The next steps will involve follow-up consultations to solidify these commitments.
