Following the exit of the former Prime Minister, a significant shift has occurred in Senegal’s land governance framework. A recent official statement from the Government Secretariat outlined the resumption of work by the Committee for Monitoring and Implementing Audit Recommendations on land subdivision irregularities in Dakar, Thiès, and Saint-Louis. This marks the end of a prolonged administrative freeze and signals the initiation of long-awaited land regularization efforts.
The end of administrative blockades: key sites reactivated
The thaw in the land sector addresses several high-profile cases that had been suspended under previous governance. Among the frozen projects now moving forward are:
- Major subdivisions: BOA, Hangar des Pèlerins, Recasement 2, EGBOS, EOGEN and EOGEN-extension, as well as Mbour IV in Thiès
- Detailed Urban Plans (PUD): Guédiawaye, Yeumbeul-Malika-Tivaouane Peulh, and the New City of Thiès
- Urban hubs: Déni Biram Ndao-Diaksao-Bambilor and Daga Kholpa-Yenne
- Northern zone: Ndiebène Gandiole on state-owned land (title deed no. 136/SL)
Government accelerates land clearance in second half of 2026
The administration has set a clear objective: restore legal certainty for legitimate landowners while purging the sector of irregularities. The committee has already processed a substantial number of cases, enabling rightful owners to reclaim their entitled parcels.
In line with directives from the July 1st Council of Ministers meeting, the government is expediting administrative procedures. Key actions include:
- Finalizing legal documents: The Prime Minister has directed the Committee to complete all required administrative acts in collaboration with relevant agencies before the end of December 2026
- Prioritizing compliant owners: Only landowners with valid, error-free titles will benefit from the resumption of allocations, excluding cases of illegal multiple parcel acquisition
- Strict enforcement against illegal occupation: Authorities have warned holders of land titles against proceeding with construction or occupation without prior authorization, warning of immediate legal consequences
Next steps for affected individuals and groups
All stakeholders are urged to submit their requests for clearance or regularization without delay. Applications can be lodged through:
- The Committee Secretariat (via the General Directorate for Social Cohesion and Organization on the VDN)
- The General Directorate of Urban Planning in Diamniadio
This decisive move aims to inject renewed confidence into Senegal’s land market, supporting economic recovery for rightful owners while reinforcing transparency and legality in property transactions.
