Historic gathering in Cotonou advances African Atlantic partnership
The seventh ministerial session of the African Atlantic States Process (PAEA) kicked off today in Cotonou under the joint leadership of Morocco and Benin, marking a pivotal moment in Africa’s quest for stronger regional integration across the Atlantic basin. This gathering, championed by His Majesty King Mohammed VI, underscores the growing momentum behind this strategic African initiative.
The Moroccan delegation, led by Ambassador Mohamed Methqal, Director General of the Moroccan Agency for International Cooperation (AMCI), includes key figures such as Tarik Iziraren, Permanent Secretary of the PAEA, Ambassador Rachid Rguibi of Morocco to Benin, and senior officials from the Ministries of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.
From vision to action: strengthening Atlantic cooperation
The African Atlantic States Process emerged from a bold vision to transform the Atlantic African space into a region of peace, stability, and shared prosperity. Since its official launch in Rabat in June 2022, the initiative has achieved significant milestones:
- Establishment of a permanent secretariat headquartered in Rabat to coordinate efforts
- Creation of three thematic working groups to address key regional priorities
- Adoption of a unified action plan covering political dialogue, maritime security, blue economy, connectivity, energy transition, and marine environmental protection
Subsequent ministerial meetings in Rabat and New York—held alongside UN General Assembly sessions—and in Praia, Cape Verde (May 2025), have already resulted in concrete declarations and roadmaps aimed at:
- Enhancing maritime security and connectivity
- Preserving fisheries resources
- Accelerating energy transition
- Promoting sustainable development across coastal communities
Cotonou meeting to drive integration forward
This week’s gathering in Cotonou represents the next crucial step in this evolving partnership. The discussions will focus on deepening coordination among member states to advance the integration and co-development of Africa’s Atlantic space. By fostering stronger political will and practical cooperation, the PAEA aims to unlock the region’s vast economic potential while addressing shared challenges.
The outcomes of this ministerial meeting are expected to further solidify the framework for sustainable growth, security, and environmental stewardship across Africa’s Atlantic coastline.
