The Minister of Land Management, Urban Planning, and Housing presented the findings of Chad’s delegation to the 13th World Urban Forum (WUF13) in Baku, Azerbaijan, during a closed-door meeting at the ministry. The session brought together key stakeholders, including the First Deputy Mayor of N’Djamena, representatives from the National Housing and Urban Planning Agency (SOPROFIM), and UN-Habitat delegates, all of whom contributed to the mission.

The Chad delegation, led by the minister, engaged in high-level discussions on sustainable urbanization, housing challenges, and climate-resilient city planning. The forum provided a platform for Chad to highlight its national initiatives in urban development and housing, with a dedicated pavilion serving as a showcase for ongoing projects.
Strategic partnerships and future collaborations take shape in Baku
Beyond policy debates, the mission fostered new collaborations. Chad entered into preliminary agreements with Kenya and Morocco to strengthen cooperation in social housing, slum upgrading, and urban resilience. These partnerships are expected to lead to joint missions, knowledge-sharing programs, and cross-border projects aimed at improving living conditions in vulnerable communities.
Key outcomes: funding and high-level visits on the horizon
One of the most significant outcomes was Chad’s inclusion on the United Nations Green Climate Fund’s shortlist for African nations—a milestone achieved with support from Kenya. This eligibility could unlock substantial financing for urban resilience projects, particularly flood mitigation efforts in rapidly growing cities.
Additionally, UN-Habitat’s Executive Director will pay an official visit to Chad from September 9 to 11, 2026. The trip will focus on assessing the country’s urban landscape and reviewing submitted project proposals designed to enhance sustainable city development.

The minister emphasized that Chad’s participation in WUF13 marks a turning point, offering tangible pathways to translate international commitments into locally impactful urban projects. By aligning with the Head of State’s vision for inclusive and climate-adaptive urbanization, Chad is positioning itself as a key player in Africa’s sustainable development agenda.
