The extraordinary session of the National Assembly has been formally announced through an official decree signed by Assembly President Ousmane Sonko. This session, convened in strict accordance with Article 63 of the Constitution and Article 7 of the Assembly’s Internal Regulations, will address pressing legislative matters with immediate implementation requirements.

Key legislative proposals on the agenda

The session will prioritize the examination of three major draft laws:

• Draft Law No. 15/2026 – Comprehensive Labor Code reform
• Draft Law No. 16/2026 – Social Security Code modernization
• Draft Law No. 25/2026 – Critical Information Infrastructure Protection and Digital Security Act

Additionally, two legislative proposals will be reviewed:

• Proposal No. 33/2026 – Constitutional amendment (Article 37 modification)
• Proposal No. 34/2026 – Special credits regulatory framework

Six parliamentary inquiry commissions to be ratified

The session’s agenda also includes the ratification of six parliamentary inquiry commissions investigating highly sensitive matters:

• Severe irregularities in land management and maritime public domain allocations
• Questionable state property sales to private individuals
• Government use of specific financial mechanisms (TRS)
• Irregularities in the “One Student, One Laptop” program implementation since 2017 (estimated 48 billion FCFA expenditure)
• Revenue losses and tax exemption management practices
• Fishing license issuance and renewal procedures

According to Article 3 of the decree, the extraordinary session will conclude immediately upon completion of this agenda, with no modifications permitted once proceedings begin, as stipulated in the Assembly’s internal regulations.
