The strategic role of the Chamber of Representatives in international affairs

The Chamber of Representatives has placed parliamentary diplomacy at the heart of its activities throughout the 11th legislative term. This commitment was highlighted by Rachid Talbi Alami, President of the Chamber, during the closing of the second session of the 2025-2026 legislative year in Rabat.

In his address, Talbi Alami emphasized that this strategy is rooted in a rigorous political and diplomatic vision, particularly concerning the management of the Moroccan Sahara issue. He described this dossier as the cornerstone of Moroccan parliamentary diplomacy and the primary criterion guiding the Kingdom’s relations with its international partners.

A landmark UN resolution bolsters Morocco’s position

On July 31, 2025, the United Nations Security Council adopted Resolution 2797, which Talbi Alami described as a “decisive turning point” in addressing the dispute over the Moroccan Sahara. He noted that this resolution reinforced Morocco’s stance by acknowledging the historical reality of the region and strengthened international support for the Kingdom’s historical rights over its southern provinces.

Parliamentary initiatives align with royal vision

Talbi Alami also underscored the Chamber’s efforts to complement the King’s major international and African initiatives. He cited Morocco’s proposal aimed at African Atlantic coastal states and the initiative to facilitate access to the Atlantic Ocean for landlocked African nations.

The President of the Chamber highlighted Morocco’s commitment to peace, coexistence, and environmental protection, pointing to the regular organization of international congresses and forums hosted by the Kingdom. These gatherings have resulted in the adoption of eleven key international parliamentary documents, including several global declarations, during the current legislative term.

Strengthening partnerships and Morocco’s global presence

Talbi Alami stressed the importance of capitalizing on these achievements by consolidating Morocco’s presence within multilateral parliamentary organizations. He advocated for the development of bilateral cooperation through the conclusion of agreements and the organization of forums to foster sustainable partnerships and mutual trust.

He also highlighted the role of international cooperation programs as a lever for the Chamber of Representatives. These programs have created new dialogue spaces, facilitated the exchange of best practices with leading parliaments, promoted knowledge sharing, and showcased Morocco’s democratic model.

Finally, the President of the Chamber noted that the institution stands among the few parliaments worldwide that have developed, adopted, and published practical guides and reference documents on parliamentary action through a comparative approach.
