Niamey, July 28, 2026 — Niger’s public sector reform initiative has reached a critical milestone following the latest session of the Conseil consultatif de la Refondation (CCR). Under the leadership of Dr. Mamoudou Harouna Djingarey, the council convened to assess progress on administrative transformation, with a strong focus on human resources management. Minister of Public Service, Labour and Employment Aïssatou Abdoulaye Tondi presented a comprehensive update on the sweeping reforms reshaping Niger’s state apparatus.
The discussions centered on strategies to enhance administrative efficiency, fairness and responsiveness to citizen needs. Key reforms aim to modernize civil service operations, streamline human resources processes and align employment policies with the goals of the Refondation agenda.

Transforming civil service through digital innovation
The heart of the reform lies in the accelerated digitization of government processes. The minister highlighted breakthroughs in the deployment of the Integrated State Human Resources and Payroll Management System (SIGRHEP), designed to centralize and secure administrative records for public servants.
To date, over 16,500 employee files have been digitized, with an additional 23,000 records updated. New specialized applications have been developed to boost operational efficiency across administrative departments. Once fully operational, SIGRHEP will manage human resources and payroll for nearly 200,000 civil servants, supported by a network of 150 HR and payroll managers nationwide.

Structural reforms and performance tools take center stage
The ministry also outlined progress on regulatory and institutional reforms. Key achievements include the adoption of updated civil service statutes, the introduction of individual performance evaluation tools and the implementation of redeployment strategies for public servants in post-crisis regions.
Ongoing initiatives include professional examinations, direct recruitment drives and comprehensive career tracking for thousands of government employees. These measures aim to create a more agile, accountable and citizen-focused administration.

Council commends reform progress
Debates during the CCR session examined challenges in modernizing public administration, human resources management and employment policies. Following the discussions, council members unanimously adopted a resolution commending the government’s reform efforts.
Through these transformative initiatives, Niger is positioning modernization as a cornerstone for improving public service quality, strengthening state efficiency and fulfilling the objectives set out in the Refondation framework.
