The Moroccan Ministry of Equipment and Water, alongside the European Union, Germany, France, and Italy, has unveiled a groundbreaking €348 million initiative to reinforce the country’s National Water Policy. This collaborative program marks a significant milestone in international cooperation for sustainable water management.
Structured under the “Team Europe” approach, the funding comprises a €48 million EU grant, supplemented by three concessional loans of €100 million each. These financial resources are administered by the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW), which jointly lead the initiative.
The primary objective is to bolster Morocco’s public water policies through four key pillars: enhancing the understanding of water resources amid climate change impacts, strengthening resilience against extreme events like droughts and floods, safeguarding water quality and biodiversity, and preserving groundwater reserves. This financial and technical support aligns with Morocco’s broader water security strategies.
This initiative is deeply rooted in the Morocco-EU Green Partnership, established in October 2022, and the Mediterranean Pact adopted in November 2025, both of which prioritize climate resilience and water resource management as shared goals. Furthermore, it complements Morocco’s existing National Water Plan and the 2020-2027 National Program for Drinking Water Supply and Irrigation (PNAEPI), reinforcing the country’s long-term commitments.
