The Minister of Planning and Development, Dr. Souleymane DiarraSSouba, led a pivotal national workshop in Abidjan this week to validate the study of the National Territorial Development Framework (SNAT CI-2045). The event brought together representatives from the Republic’s institutions, the Prefectural Corps, local authorities, technical and financial partners, public administrations, the private sector, civil society, academics, experts, and the media.
This milestone paves the way for the adoption of Côte d’Ivoire’s first-ever national territorial planning reference. The SNAT CI-2045 will equip the State with a robust framework to steer public and private investments, enhance the efficiency of government action, and foster more balanced territorial development across the country.
A strategic vision for balanced growth
Under the leadership of His Excellency President Alassane Ouattara, the Government continues to strengthen its national framework for strategic planning to support Côte d’Ivoire’s economic, social, and environmental transformations. Territorial planning plays a central role in this vision by promoting a fairer distribution of investments, unlocking each region’s potential, and ensuring coherence among development policies.
The SNAT CI-2045 serves as the long-term spatial development blueprint. It defines where public and private investments should be allocated, harmonizes State actions with those of local authorities, and assigns specific roles to different territories, ensuring every area contributes meaningfully to national progress.
Aligning short-term priorities with long-term goals
As Dr. Souleymane DiarraSSouba noted, the National Development Plan (NDP 2026–2030) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a long-term territorial vision and will serve as the foundation for future National Development Plans. Together, these frameworks ensure coherent public action across all regions.
“Our mission, as the ministry responsible for territorial planning and regional development, is to ensure every territory finds its rightful place in the nation’s growth,” Dr. DiarraSSouba emphasized.
Five pillars for resilient and inclusive development
The validated orientations reflect a scientifically grounded, participatory, and multi-scale consultation process. They address critical challenges such as reducing regional disparities, managing rapid urbanization, boosting territorial competitiveness, improving local governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire where territories are resilient, competitive, and prosperous for all. It is built on five strategic pillars:
- balanced territorial development to ensure no region is left behind;
- efficient urban-rural networks that improve connectivity and service delivery;
- stronger territorial governance for more accountable local leadership;
- a high-performance, resilient, and inclusive economy that leverages local resources and opportunities;
- accelerated climate transition to build greener, more adaptive communities.
Next steps toward adoption
Following the workshop, the draft framework will be submitted to the Government for approval before being presented to Parliament. Once adopted, the law establishing the National Territorial Development Framework will provide Côte d’Ivoire with its first national planning reference. This will guide State action, directing investments toward the territories where they can have the greatest impact and fostering a more balanced and inclusive development across the nation.
