The Minister of Planning and Development, Dr. Souleymane DiarraSSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Development Framework (SNAT CI-2045). The event brought together key stakeholders including representatives of state institutions, prefects, local governments, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.
This milestone paves the way for adopting Côte d’Ivoire’s first national territorial planning reference. The SNAT CI-2045 will equip the government with a definitive framework to guide public and private investments, enhance policy effectiveness, and foster balanced regional development.
Strategic vision behind the 2045 development framework
Under the leadership of President Alassane Ouattara, the Ivorian government is reinforcing its national strategic planning system to support the country’s economic, social, and environmental transformations. Territorial planning plays a pivotal role in this vision by ensuring investments are distributed more evenly, unlocking regional potential, and aligning development policies for greater coherence.
The SNAT CI-2045 serves as the long-term spatial development blueprint. It defines where public and private investments should be directed, harmonizes government action at all levels, and assigns specific development roles to each territory based on its strengths.
Aligning short-term priorities with long-term goals

The SNAT CI-2045 translates these priorities into a territorial vision, ensuring long-term consistency. Together, these frameworks enable cohesive public action across the entire country. Key challenges and strategic pathways
The validated framework emerges from a participatory, multi-scale consultation process grounded in scientific analysis. It addresses critical national challenges: shrinking regional disparities, managing rapid urbanization, boosting local competitiveness, strengthening governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire with resilient, competitive, and prosperous territories. It is built on five strategic pillars:
- Balanced territorial development to reduce regional inequalities
- Optimized urban and rural network systems
- Strengthened local governance structures
- High-performance, resilient, and inclusive economy
- Accelerated climate transition
Next steps toward adoption and implementation
Following the workshop, the draft framework will be submitted to the government for approval, then presented to Parliament for adoption as the law establishing the National Territorial Development Framework. Once enacted, Côte d’Ivoire will have its first national planning reference, guiding state action to channel investments where they will have the greatest impact and promote balanced national development.
