This week in Abidjan, Dr. Souleymane DIARRASSOUBA, Côte d’Ivoire’s Minister of Planning and Development, led a pivotal national workshop to validate the study for the National Land Use Planning Scheme (SNAT CI-2045). The gathering brought together key stakeholders: representatives from state institutions, prefectural officials, local governments, technical and financial partners, alongside public administrations, the private sector, civil society, academics, experts, and media representatives.
The event marks a critical milestone toward adopting Côte d’Ivoire’s first-ever national reference framework for territorial planning. Once implemented, the SNAT CI-2045 will equip the government with a strategic compass to guide public and private investments, enhance policy effectiveness, and foster balanced regional development across the country.
Under the leadership of President Alassane Ouattara, the Ivorian government is advancing its strategic planning framework to support the nation’s economic, social, and environmental transformations. Territorial planning stands at the heart of this vision, ensuring a fairer distribution of investments, unlocking regional potential, and strengthening policy coherence for sustainable growth.
The SNAT CI-2045 serves as the long-term blueprint for spatial organization, defining where public and private investments should be strategically located. It harmonizes the efforts of the state, local authorities, and development stakeholders by assigning each region a tailored development role.
“The National Development Plan (PND) 2026-2030 sets the medium-term priorities and investment agenda for national progress. The SNAT CI-2045 translates these priorities into a long-term territorial vision and will underpin future development plans. Together, these frameworks ensure coherent public action across Côte d’Ivoire,” explained Dr. DIARRASSOUBA. “Our mission as the Ministry of Territorial Planning and Regional Development is to ensure every region plays a vital role in the nation’s growth.”
The validated orientations reflect a rigorous, participatory, and multi-scale consultation process. They are rooted in a comprehensive analysis of the national territory and address critical challenges such as bridging regional disparities, managing urban expansion, boosting territorial competitiveness, improving local governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 is built on five strategic pillars: fostering balanced regional development, optimizing urban and rural networks, strengthening territorial governance, building a resilient and inclusive economy, and accelerating climate transition. The ultimate goal is a Côte d’Ivoire where all territories are resilient, competitive, and share in shared prosperity.
Following the workshop, the draft scheme will be submitted to the government for approval before being sent to Parliament for adoption into law. With this framework, Côte d’Ivoire will have its first national territorial planning reference, guiding state investments toward the most impactful regions and promoting balanced development nationwide.
