Five months after its official establishment, Chad’s Permanent Framework for Political Dialogue (CPDP) has emerged from its quiet period. At a press conference held this Saturday, June 13, 2026, its president, Pahimi Padacké Albert, unveiled the comprehensive roadmap that will now steer the body’s activities. The overarching goal is clear: to restore confidence and profoundly stabilize Chad’s democratic landscape.

A framework for fostering trust

Recalling the circumstances of its formation, Mr. Padacké Albert emphasized that the CPDP, which emerged from the Political Agreement Protocol of May 13, 2025, encompasses all legally recognized political parties across Chad. With a balanced coordination of thirty members—fifteen representing the presidential majority and fifteen from the democratic opposition—the organization aims to serve as a vital catalyst for essential political appeasement.

“Without a serene and calm political climate, without a consensual reform of the electoral system, and without an inclusive approach […], no political dialogue can sustainably restore trust,” asserted the CPDP president.

Three strategic pillars for profound reform

The roadmap, designed as an operational guide, is structured around three core objectives:

Electoral system reform: This represents the primary undertaking. It involves a complete overhaul of the bodies responsible for elections, a revision of the electoral code, a review of National Assembly seat allocation, the method for designating senators, as well as territorial demarcation and the status of the opposition. The ultimate aim is to align electoral regulations with international standards for transparency.

Supporting measures: This pillar focuses on securing the electoral process by establishing a reliable electoral register and implementing equitable financing for political parties.

Cross-cutting actions: The CPDP is committed to continuity and inclusivity, mobilizing state institutions and technical and financial partners, while maintaining continuous dialogue with political parties that did not initially sign the protocol.

A call for citizen engagement

To realize these ambitions, Senator Padacké Albert stressed the imperative of a “strong political will” at every level. He also issued an urgent appeal to the media, encouraging them to widely disseminate this roadmap so that every Chadian citizen can understand and embrace the missions and actions of this crucial body.

The CPDP now plans to translate these objectives into a detailed action plan, complete with precise modalities and a clear implementation timeline. The question remains whether this commitment to dialogue, advocated by the coordination, will succeed in dissipating recurrent tensions and establishing lasting serenity within Chad’s political class.
