Mr. Hassan Adoum Younousmi, Director General of Chad’s Downstream Petroleum Sector Regulatory Authority (ARSAT), was received in Algiers on June 16 by Mr. Mohamed Arkab, Minister of State and Minister of Hydrocarbons for the People’s Democratic Republic of Algeria. The significant meeting took place at the Algerian Ministry of Hydrocarbons headquarters, with key collaborators from both officials in attendance.

This important discussion aimed to strengthen the existing Algerian-Chadian cooperation and ensure the continued implementation of recently established bilateral agreements. Central to the agenda were critical aspects of the downstream petroleum sector, including regulatory frameworks, the expansion of energy infrastructure, refining capabilities, storage solutions, and the distribution of petroleum products.

Discussions also thoroughly covered industrial safety protocols, the digitization of operational processes, and the overall governance of the sector, reflecting a shared commitment to modernization and transparency.

The current talks build upon a cooperation protocol signed on April 23, 2026, in Algiers between ARSAT and the Algerian Hydrocarbons Regulatory Authority (ARH). This foundational agreement seeks to enhance technical and institutional collaboration between the two bodies, fostering mutual growth through the exchange of knowledge, best practices, and support for national capacity building initiatives.

Following their comprehensive discussions, both delegations reiterated their firm dedication to solidifying the fraternal ties between Algeria and Chad. They also emphasized their joint commitment to promoting the sharing of expertise, which is crucial for achieving sustainable development and advancing African integration.
