The national government has finalized the initial roster of individuals designated to serve as ex-officio members within this newly formed institution, which was established following the constitutional amendments of November 2025.

Prominent figures appointed to the new chamber
This list features high-ranking former officials, including past Presidents of the Republic: Nicéphore Soglo, Boni Yayi, and Patrice Talon. Their inclusion in the Senate is a direct result of their previous roles as heads of state. Joining them are several distinguished former leaders of the National Assembly, namely Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago. These veteran parliamentarians are incorporated into the body under the specific regulatory framework governing the chamber’s composition.
Furthermore, the Senate will benefit from the expertise of former heads of the Constitutional Court. The official list includes Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon.
Institutional framework and membership criteria
The birth of the Senate is a cornerstone of the constitutional revision ratified in late 2025, which introduced a bicameral parliamentary system to Bénin. The structure of this second chamber consists of both ex-officio members and representatives appointed through procedures detailed in the governing statutes.
To qualify as an ex-officio member, individuals must have served as President of the Republic, President of the National Assembly, or President of the Constitutional Court for at least half of their respective legal terms.
