The Democratic Republic of Congo and Angola have formally entered into a significant concession agreement for the Dilolo-Sakania railway line. This pivotal accord, signed in Kinshasa, outlines an extensive plan for the vital rail link connecting Dilolo in Lualaba province to Sakania in Haut-Katanga province, spanning a thirty-year term.

Under the terms of this agreement, the concessionaire will undertake the comprehensive rehabilitation, modernization, and expansion of the railway infrastructure. Furthermore, they will be responsible for its operational management. Crucially, the Congolese state will maintain full ownership of the infrastructure throughout the concession period, retaining a minimum of 10% equity in the project company. Upon the conclusion of the three-decade term, all infrastructures are slated to revert entirely to the Democratic Republic of Congo.

A key provision of the contract stipulates that the concessionaire will bear all financial obligations and traffic-related risks without any sovereign guarantees or operational subsidies from the Democratic Republic of Congo. President Félix Tshisekedi of Congo has underscored the substantial national economic benefits anticipated from this project, including the generation of employment opportunities, vocational training for young people, increased engagement of local businesses, and the crucial transfer of advanced technologies.

This strategic rail corridor is poised to facilitate the transportation of a wide array of goods, extending beyond mineral resources to encompass agricultural produce, industrial raw materials, hydrocarbons, containerized cargo, consumer products, and passenger services.

Kinshasa and Luanda are also committed to standardizing their railway operations, streamlining tariff structures, and harmonizing customs procedures to ensure seamless cross-border transit and enhanced regional trade efficiency.

Valued at an estimated 1.2 billion US dollars, this ambitious undertaking is designed to be complemented by the development of new cross-border roads, modern logistics platforms, and robust energy infrastructure. Both nations are additionally focused on reinvigorating their collaboration in the hydrocarbon sector and accelerating electrical grid interconnection, particularly to bolster energy supply to the resource-rich Katanga region.
