Bénin’s new Senate: A historical inauguration
The Republic of Bénin has marked a significant milestone in its democratic evolution with the inauguration of its first Senate. Comprising 25 members, the Senate includes appointees selected by the President as well as ex-officio members, such as former heads of state.
This legislative body was established following a constitutional amendment ratified in November 2025, with a primary mandate to stabilize and regulate the nation’s political landscape.
The ceremony’s key moments
The inauguration ceremony was led by Élisabeth Pognon, the Senate’s eldest member at 89 years old and the first woman to preside over the Constitutional Court. Reflecting on this historic occasion, she remarked, “You and I carry the weighty honor of being the first to serve in this new institution.”
In her address, Pognon urged senators to transform the Senate into “a pillar of trust, stability, and national cohesion”, emphasizing its role in fostering long-term development.
Voices from the Senate floor
Former President Patrice Talon (2016–2026), who played a pivotal role in the Senate’s creation, shared his perspective on this new chapter: “I am proud to be part of a generation of leaders committed to serving our country wherever possible.”
The Senate also welcomes other former presidents, including Thomas Boni Yayi (2006–2016), who will contribute their experience to the institution. Among the appointees is Paul Hounkpè, a prominent political figure who ran unsuccessfully in the last presidential election as the sole opposition candidate.
Hounkpè underscored the importance of national unity, stating, “What matters most is peace, unity, and harmonious development for our nation.”
Constitutional reforms and political shifts
The 2025 constitutional revision extended the presidential term from five to seven years, a change that has shaped the current political climate. The most recent presidential election, held in April 2026, saw Romuald Wadagni—former Minister of Economy and protégé of Patrice Talon—secure victory.
