In Benin, traditional leaders hold a vital sociocultural role and enjoy formal recognition from the state. They serve as custodians of local values, traditions, and identity, embodying moral and cultural legitimacy for communities nationwide.
To strengthen their institutional framework, Benin’s legislature enacted Law No. 2025-09 on April 3, 2025, establishing the legal foundation for traditional chieftaincy. This legislation recognizes 16 kingdoms and 90 traditional chiefdoms, formalizing their status and acknowledging their contributions to socio-economic progress, social cohesion, and cultural preservation. The law also highlights their role in conflict resolution and community stability.
Despite their official role, traditional leaders often find themselves entangled in national political dynamics. Political parties frequently seek their endorsement to sway voter preferences, sometimes offering material incentives in return. To curb these practices, Benin has enforced strict rules prohibiting traditional rulers from engaging in partisan politics.
Public perception of traditional leaders
Recent survey data reveals how Beninese citizens view traditional leaders, their effectiveness, and their place in local governance.
Nearly a quarter of respondents reported interacting with traditional leaders within the past year. The majority express trust in these figures and believe they significantly influence local governance. Many citizens advocate for even greater involvement of traditional leaders in community decision-making.
However, this positive perception is tempered by growing concerns over integrity. Three-quarters of respondents suspect at least some traditional leaders are involved in corruption—a perception that has intensified since 2022. Confidence in traditional leaders has also declined compared to 2020 levels.
