Senegal’s Prime Minister, Ousmane Sonko, has unveiled a comprehensive strategic roadmap aimed at profoundly overhauling the nation’s commercial infrastructure. This ambitious initiative responds to the widespread dilapidation of existing facilities, many of which date back to the 1970s, and a concerning record of 53 market fires reported between 2013 and 2024. Through its Strategic Plan 2025-2029, the government is launching the Market Modernization and Management Program (PROMOGEM). This significant project is set to revitalize 528 current markets and establish 67 brand-new, modern commercial complexes, backed by a substantial public investment of 57.5 billion CFA francs over a four-year period.
Agricultural campaign, flood prevention, and digital sovereignty
For the upcoming 2026-2027 agricultural campaign, the Prime Minister is urging the implementation of corrective measures to address critical issues such as inadequate beneficiary targeting, a deficit in seed autonomy, and significant storage limitations. While a comprehensive reform of agricultural subsidies is pending, immediate focus is placed on accelerating digitalization efforts within the pilot regions of Tivaouane and Nioro. Regarding flood management, an urgent directive has been issued, mandating the validation of all communal emergency plans and the organization of an inter-ministerial simulation exercise before June 15, 2026. Furthermore, concerning the Sénégal Connect Park, a pivotal strategic initiative that stands 95% complete but faces delays due to contractual disputes, the government has requested the immediate submission of a revised closing timeline to the African Development Bank (AfDB).
