Dr. El Hadji Abdourahmane Diouf, who serves as the Minister of Petroleum and deputy general supervisor of the KIIRAAY / Les Patriotes Républicains coalition, has vociferously criticized the National Assembly’s proposed legislation concerning these funds. He directly accuses the parliamentary majority and its president, Ousmane Sonko, of employing « double language » when addressing the nation’s religious communities.
According to Dr. Abdourahmane Diouf, Ousmane Sonko’s recent visits to religious cities starkly contradict the true substance of the bill brought before Parliament. « The provisions he advocates in the National Assembly are entirely disconnected from the narrative he shared with our spiritual leaders, » Diouf reiterated, pointing to a significant « moral inconsistency. » The minister bases his argument on Article 2 of the parliamentary proposal, which strictly earmarks special credits « exclusively » for defense, security, and intelligence. Furthermore, he cites Article 5, which explicitly excludes expenditures of a social nature. Diouf labels this wording as « anti-social and anti-religious credits, » arguing that it effectively closes the door to any form of solidarity with vulnerable populations.
Conversely, Dr. Diouf commends the Executive’s proposed amendments, which, he notes, reintroduce « the preservation of social order » and uphold « humanitarian, mutual aid, and solidarity values. » His conclusion is unequivocal: « Where the Assembly opts for exclusion, the Executive embraces inclusion. » Finally, Dr. Abdourahmane Diouf reproaches Ousmane Sonko for having unreservedly utilized political funds during his tenure as Prime Minister. He challenges Sonko to fully acknowledge the implications of his current legislative text, asserting, « Own the discrimination you’re imposing on our religious institutions regarding the allocation of political funds! The Republic! Nothing but the Republic! »
