Moscow has appointed a new envoy to Cotonou. President Vladimir Poutine signed a decree on July 21, 2026, naming Mikhail Alekseïevitch Golovanov as Russia’s ambassador extraordinary and plenipotentiary to the Republic of Benin. He takes over from Igor Evdokimov, who had served in Cotonou for nearly nine years.
Diplomatic experience in Africa
Mikhail Golovanov brings extensive experience in African affairs to his new role. A graduate of the Moscow State Institute of International Relations (MGIMO) in 1982, he has spent most of his career engaged with the continent. His assignments have included postings in Madagascar, the Republic of the Congo, and Côte d’Ivoire.
Before arriving in Benin, he served as Russia’s ambassador to Djibouti and held a non-resident representative role in Somalia. He was elevated to the rank of ambassador extraordinary and plenipotentiary in 2022, reflecting his deep involvement in African diplomacy.
Strengthening ties with Benin
This appointment is part of a broader Kremlin initiative to refresh key diplomatic missions across Africa. It underscores Moscow’s commitment to deepening political, economic, and security cooperation with the Benin government. The new envoy will play a central role in fostering stronger bilateral relations between Russia and Benin.
