CEPP : Ousmane Sonko hérite d’un nouveau poste de prestige

The newly established Public Policy Evaluation Committee (CEPP) is set to play a pivotal role in strengthening democratic oversight. Its primary mandate involves structuring, guiding, and monitoring parliamentary assessments of public policies to enhance the effectiveness of government initiatives and ensure robust accountability in public affairs.

The Senegalese National Assembly has taken a significant stride towards bolstering its parliamentary control mechanisms. On Friday, August 21, 2026, deputies convened for the inaugural meeting of the Public Policy Evaluation Committee (CEPP), marking its official installation and the election of its executive Bureau. This pivotal development operationalizes a key provision from the 2016 constitutional revision, integrating comprehensive public policy evaluation into the core functions of the National Assembly.

The CEPP is specifically tasked with overseeing the entire process of parliamentary evaluation of public policies. This includes defining frameworks, leading detailed analyses, and meticulously tracking the outcomes of these evaluations. The ultimate objective is to provide a more rigorous follow-up on public action and to significantly improve the efficacy of policies implemented across Senegal.

Composition of the public policy evaluation committee

The committee’s membership is comprehensive, bringing together key figures from the legislative body. It comprises the President of the National Assembly, the heads of all parliamentary groups, the representative for non-registered deputies, and the presidents of the 14 standing commissions. Additionally, nine other deputies, along with their alternates, are appointed to the committee, with their selection proportional to the administratively constituted parliamentary groups and incorporating nominations from non-registered members.

Following this foundational meeting, the CEPP’s Bureau was officially formed. Ousmane Sonko, currently serving as the President of the National Assembly, was unanimously elected to preside over this crucial committee. He will be supported by Mohamed Sall as the first vice-president and Djimo Souaré as the second vice-president. Béatrice Germaine Faye has been appointed as the first secretary, while Adama Diallo will serve as the second secretary.

With the formal establishment of this committee, the National Assembly underscores its commitment to robust parliamentary evaluation of public policies, thereby reinforcing its essential role in scrutinizing and guiding governmental action for the benefit of the Senegalese populace.
