A recent report by the National Anti-Corruption Office (OFNAC) has brought to light significant lapses in asset declarations among high-ranking officials in Senegal, particularly within the Executive branch.
In its provisional directory, finalized on July 31, 2026, OFNAC meticulously detailed instances of non-compliance with mandatory asset declaration requirements at the highest echelons of the state. The audit identified nine critical positions, spanning both the Presidency of the Republic and the National Assembly, where individuals failed to meet their obligations.
The majority of these overdue declarations are concentrated within the Executive branch, with seven specific roles identified within the Presidential Palace or its affiliated agencies and commissions. These include:
- The personal representative of the Head of State to the International Organization of La Francophonie (OIF).
- The Special Envoy of the President of the Republic.
- The Director of the Presidential Protocol Service.
- The Administrative and Financial Director of the Personal Data Protection Commission (CDP).
- The Administrative and Financial Head of the National Committee of the Extractive Industries Transparency Initiative (CN-ITIE).
- The Director of Support Services and Finance for the Telecommunications and Post Regulatory Authority (ARTP).
- The Deputy Director General of the Agency for Investment Promotion and Major Works (APIX-SA), representing the parapublic sector.
Turning to the Legislative branch, OFNAC highlighted two instances of non-compliance involving senior roles within the National Assembly Bureau. These are the eighth Vice-President of the institution and a former third Vice-President of the National Assembly. Regarding the latter, OFNAC clarified that while the individual is no longer subject to the declaration requirement, having concluded their mandate, no declaration was ever submitted throughout their tenure.
Despite these findings, OFNAC emphasized a crucial point of adherence at the very top of the state apparatus: every member of the current government has fully complied with the asset declaration exercise. No minister has departed from their post or exceeded the regulatory deadline without fulfilling this obligation, with the mention “Néant” (Nothing) appearing in this category of the report, indicating full compliance.
