National inclusive dialogue in DRC: She Okitundu’s strategic recipe for unity

The Parti Social-Démocrate Vert has closely monitored the upcoming announcement of a national inclusive political dialogue in the Democratic Republic of the Congo. The party acknowledges the Head of State’s commitment to engaging in broad consultations with all national political and social forces—a critical step toward reinforcing national cohesion and prioritizing collective reflection essential for defending the country’s sovereignty and territorial integrity, currently under severe strain due to external aggression.

The PSDV emphasizes that this dialogue must not lose sight of the fundamental cause of the crisis: the unjust aggression facing the nation. To ensure the process’s success and effectiveness, the party proposes key recommendations as guiding principles for the dialogue:

Key objectives of the dialogue

While other domestic policy issues may arise, the primary focus must remain on building a broad patriotic alliance to counter the ongoing aggression against the country.

Venue and inclusivity

The dialogue should be hosted on national soil, reflecting the commitment to an inclusive process. The PSDV reaffirms its support for inclusivity, provided participation aligns with realistic and structured modalities that comply with the DRC’s international commitments.

Domestic representation should include delegates from the political majority, unarmed opposition, civil society, and key political figures. For armed opposition groups, the PSDV supports continuing negotiations with government representatives outside the country, focusing on rigorous implementation of agreements such as the Doha process (demobilization, disarmament, and reintegration) and the Washington agreement. Compliance with binding obligations outlined in UN Security Council Resolution 2773 remains essential to achieving a durable resolution.

Leadership and facilitation

Given the national scope of the dialogue, the PSDV believes the Head of State must play a leading role in overseeing the proceedings, leveraging constitutional authority as the embodiment of national unity under Article 69. The President should designate a facilitator with sufficient credibility among stakeholders, supported by representatives from religious institutions (Catholic, Protestant, Kimbanguist, Muslim, and the Church of the Awakening in Congo) to assist in specific tasks.

International observation

The presence of observers from the African Union and the United Nations is necessary, given their direct involvement in crisis resolution efforts. Key dialogue outcomes may be presented to these institutions to advocate for the effective implementation of UN Security Council Resolution 2773.
