France is seeking to redefine its partnership with Morocco through a landmark bilateral treaty. The agreement aims to establish a robust long-term framework that adapts to the challenges of coming decades while deepening collaboration between the two nations.

Diplomatic shift: Morocco-France relations set for transformation

French Interior Minister Sébastien Lecornu unveiled this initiative during a July 16 press conference in Rabat, concluding the 15th high-level Franco-Moroccan meeting. The French delegation, comprising twelve ministers, engaged with their Moroccan counterparts to advance joint priorities.

«This treaty represents France’s first bilateral agreement with a non-EU nation, designed to create a distinctive, resilient framework for our shared future,» Lecornu stated in an official government statement.

A joint committee of French and Moroccan experts is currently drafting the treaty’s provisions. Beyond symbolizing friendship, the document will introduce a «groundbreaking, forward-looking model» for bilateral cooperation.

Strengthening Morocco-France strategic alliance

The initiative follows President Emmanuel Macron’s state visit to Morocco in October 2024, where both governments committed to translating diplomatic pledges into tangible projects.

Paris and Rabat are prioritizing expanded collaboration in key sectors such as industry, energy, transportation, defense, security, agriculture, culture, and higher education. Enhanced mobility for entrepreneurs and students is also a focal point of the agreement.

Lecornu emphasized the robust counter-terrorism, anti-drug trafficking, human trafficking, and irregular migration efforts between Moroccan and French agencies. A comprehensive security pact will further solidify this joint commitment.

Historic milestone: Morocco-France treaty nears completion

The French official reiterated France’s unwavering position on the Sahara issue, describing it as «unchangeable.» He confirmed that this stance would remain consistent and shape future bilateral engagements.
