Municipal councilors recently convened in the Jean-Félix Lassy hall for an ordinary session focused on the evaluation and approval of the administrative and management accounts for the 2025 fiscal year. This significant gathering, held in the presence of Marie-Françoise Dikoumba, the Governor of the Estuaire province, comes during a transformative period for the local government.
The current political climate follows a turbulent sequence initiated last April when a majority of councilors rejected the 2026 draft budget. This move led to the departure of the previous executive team under Pierre Matthieu Obame Etoughe and the subsequent election of a new leadership group led by Eugène Mba. In a now-stabilized environment, elected officials have resumed the standard operations of the institution, adhering to decentralization laws that mandate the review of the prior year’s financial performance during the first session of the year.
During the opening of the proceedings, Mayor Eugène Mba emphasized that the administrative account is the definitive document tracking all budgetary operations executed during a fiscal cycle. It serves as a critical tool for comparing initial budget forecasts against the revenue actually collected and the expenses effectively authorized.
Regarding the 2025 fiscal year, the budget originally established under the special delegation was set at 25.623 billion CFA francs, later increased by a supplementary budget of 500 million CFA francs. The data presented to the council members reveals a positive management result, with a surplus of 1.311 billion CFA francs. While noting that he was not leading the municipality during that specific period, Eugène Mba cited the principle of continuity in public service to justify presenting these financial results to the council.
The Mayor urged the representatives to review the documents with a sense of objectivity and civic responsibility. Beyond the financial accounts, the council was also tasked with deliberating on the Mindoubé commercial complex.
