Historic milestone reached in Côte d’Ivoire’s long-term development strategy

In a decisive move toward sustainable growth, Dr. Souleymane DIARRASSOUBA, Côte d’Ivoire’s Minister of Planning and Development, led a pivotal national workshop in Abidjan to validate the study for the National Territorial Development Framework (SNAT CI-2045). The session brought together key stakeholders including government institutions, prefectural officials, territorial authorities, technical and financial partners, public administrations, the private sector, civil society, academic experts, and media representatives.

Paving the way for balanced national development

The validation workshop marks a crucial step toward adopting Côte d’Ivoire’s first-ever national territorial planning reference. Once finalized, the SNAT CI-2045 will serve as the guiding framework for public and private investment decisions, enhancing the efficiency of government actions and fostering balanced regional development across the country.

Under the leadership of President Alassane Ouattara, the Ivorian Government continues to strengthen its strategic planning framework to support the nation’s economic, social, and environmental transformation. Strategic territorial planning lies at the heart of this vision, ensuring a more equitable distribution of investments, unlocking regional potential, and aligning development policies for greater coherence and impact.

A long-term vision for spatial organization

The SNAT CI-2045 is designed to serve as the cornerstone of long-term spatial development planning. It will define the strategic allocation of public and private investments, harmonize government initiatives at national and local levels, and assign specific development roles to each region. This structured approach ensures that every territory contributes meaningfully to the country’s overall progress.

As Dr. DIARRASSOUBA emphasized during the session: « The National Development Plan 2026–2030 sets mid-term priorities and investments for national growth. The SNAT CI-2045 translates these goals into a territorial framework, ensuring long-term alignment and serving as the foundation for future National Development Plans. Together, these frameworks enable a unified and coherent public policy across Côte d’Ivoire. Our mission is to ensure that every region plays a central role in the nation’s development journey. »

Informed by science, shaped by collaboration

The draft orientations were developed through a rigorous, multi-scale participatory process grounded in scientific analysis. They reflect a deep understanding of the country’s territorial challenges, including reducing regional disparities, managing urban expansion, boosting local competitiveness, strengthening governance, preserving natural resources, and deepening regional integration.

Five strategic pillars for a resilient future

The SNAT CI-2045 is built on five core strategic axes:

  • Balanced territorial development: Ensuring equitable growth across all regions
  • Optimized urban and rural networks: Creating efficient connections between cities and rural areas
  • Strengthened local governance: Empowering communities to lead their own development
  • High-performance, resilient, and inclusive economy: Fostering sustainable economic growth that benefits all
  • Accelerated climate transition: Building climate-resilient infrastructure and practices nationwide

Following the validation workshop, the finalized framework will be submitted to the Government and later to Parliament for adoption as the National Territorial Development Law. Once enacted, Côte d’Ivoire will possess its first comprehensive national planning reference, guiding state action to channel investments toward areas of highest impact and promote balanced development across the nation.
