High-level discussions took place in Yaoundé between executives of Camtel and a delegation from Amazon Web Services (AWS) focused on Africa’s digital landscape. Judith Yah Sunday, CEO of the Cameroonian state-owned telecom operator, met with Raya Nassar and Terrence Naidoo, senior representatives from the American tech giant, alongside Antoinette Manyaga, a technology attaché from the U.S. Embassy in Cameroon. The talks centered on three key areas: cloud computing, artificial intelligence, and satellite solutions. At this stage, no agreements, timelines, or financial details have been disclosed.
As a global leader in cloud infrastructure—competing alongside Microsoft Azure and Google Cloud—AWS delivers remote storage, computing power, and machine learning tools to businesses, governments, and developers worldwide. The company’s growing interest in Cameroon reflects the surging demand from American hyperscalers for Central Africa, a region where data center infrastructure remains scarce.
Camtel’s digital transformation push
This engagement is not Camtel’s first foray into advanced digital services. In late 2025, the company inked a three-year framework agreement with Ethio Telecom, covering mobile payments, public service digitization, government cloud solutions, and network modernization. Earlier in 2026, Camtel hosted a delegation from Avanti Communications to explore satellite connectivity options, temporarily sidelining alternatives like Starlink. These initiatives underscore a clear strategic pivot: moving beyond traditional connectivity to embrace high-value digital services.
With an extensive fiber-optic network, mobile infrastructure, and local hosting capabilities, Camtel aims to position itself as a key player in sub-Saharan Africa’s digital transformation by 2030. Partnering with AWS could provide access to a mature service catalog, pre-built AI tools, and technical knowledge transfer for its engineering teams.
Data sovereignty: navigating the balancing act
Yet, the proposed collaboration introduces critical considerations. The first concern is data localization. Storing sensitive public or strategic data in AWS’s global infrastructure—outside Cameroon—could expose it to foreign jurisdictions. Conversely, deploying localized availability zones would require significant investment, a commitment AWS typically reserves for select African markets, such as South Africa, where it already operates a cloud region.
Billing models, often denominated in U.S. dollars and consumption-based, also raise sustainability questions for Cameroonian government agencies. Cybersecurity, service continuity, and liability sharing between the public operator and the American provider will need clear resolution. Moreover, national data protection regulations will impose strict safeguards, particularly for sensitive processing by ministries and public enterprises.
An evolving partnership framework
Several cooperation models are on the table: reselling AWS services under Camtel’s brand, hosting local solutions on Amazon’s infrastructure, training Cameroonian engineers in AWS tools, or jointly developing AI use cases for government ministries. None of these scenarios have been confirmed, and the meeting remains a formal introduction whose impact hinges on the projects ultimately selected.
Cameroon is part of a broader regional trend. Francophone governments across West and Central Africa are increasingly engaging with hyperscalers to bridge gaps in digital infrastructure while safeguarding control over strategic data. For Camtel, the challenge will be translating these exploratory talks into a commercially viable offering tailored to a market where price sensitivity and compliance demands run high.
