China backs DRC’s fight against sexual violence with peace focus

On 8 July 2026, during a United Nations Security Council session chaired by the Democratic Republic of the Congo, Chinese Ambassador Fu Cong delivered a powerful statement condemning the alarming rise in sexual violence in conflicts worldwide. He highlighted how these atrocities, increasingly used as weapons of war and terrorism, constitute blatant violations of UN Security Council resolutions and international law. The victims—predominantly women and girls—suffer unimaginable trauma, as do their families and communities, with long-lasting psychological and social consequences.
The envoy underscored that the surge in conflict-related sexual violence has reached unprecedented levels in recent years, as conflicts proliferate and international humanitarian law is increasingly disregarded. The DRC remains one of the most affected countries, particularly in its eastern regions, where armed groups—both local and foreign—continue to perpetrate these crimes. The ambassador also pointed to Rwanda’s alleged involvement through the M23 rebellion, which has further exacerbated the vulnerability of women in the area.
Ambassador Fu Cong stressed that national sovereignty must be respected, asserting that the primary responsibility for combating sexual violence lies with the states themselves. He called on the international community to support these efforts by respecting each nation’s authority and bolstering their capacity in security and rule of law to ensure justice and protection for victims.
« The Secretary-General’s report highlights significant progress in countries like the Democratic Republic of the Congo and Colombia, where cooperation with the UN has led to improved investigations, prosecutions, military and police reforms, reparations, and survivor support. China commends these efforts and urges the UN Special Representative and expert groups to continue their work, providing the necessary assistance to affected nations. »
The Chinese diplomat emphasized that peace and stability are the only sustainable solutions to eradicating conflict-related sexual violence. He warned that armed conflicts, social unrest, and weakened state institutions create fertile ground for such crimes. Fu Cong called for a unified global security approach that prioritizes peaceful conflict resolution, preventive diplomacy, and mediation, urging the international community to enforce ceasefires, end wars, and uphold international humanitarian law.
« We must adopt a zero-tolerance stance toward terrorism and strengthen international cooperation to combat it decisively. Tensions in conflict zones must be de-escalated, and we must defend a shared, cooperative, and sustainable security concept. »
He also highlighted the critical need to strengthen victim support mechanisms, noting that healing and rebuilding the lives of survivors is essential for achieving social justice and long-term stability. However, he warned that funding shortages for UN and international humanitarian agencies have forced cuts to vital assistance programs, leaving many survivors without recourse. Ambassador Fu Cong urged traditional donors, particularly those with historical responsibilities, to provide stable and predictable financial support to affected countries and survivors.
This UN Security Council session takes place against a backdrop of ongoing insecurity in the DRC, where women—especially in conflict zones—continue to endure sexual violence at the hands of armed groups. The situation is further aggravated by allegations of foreign aggression and the persistent failure of diplomatic initiatives to bring lasting peace to the region.
